Confirm that a TIN is actually required
Do not begin with the assumption that every foreign visitor or long-stay resident needs a separate Thai tax number. The Revenue Department's controlling notification ties the identifier requirement to an applicable tax obligation and whether the person already has a Thai civil-registration identification number. When that duty applies, the notification sets a 60-day window from the date assessable income arises.
The same notification contains a narrow short-visit exclusion for a foreigner whose stays are no more than 14 days each and no more than 90 days in the tax year. That is an identifier rule, not proof that no Thai tax issue exists. Confirm the person's income, residence, filing and treaty position separately with Revenue or qualified Thai tax advice.
Use the current 13-digit identifier and L.P.10.1
The current-linked L.P.10.1 form is the individual request or amendment form. It includes a foreign-individual option, passport or alien-certificate fields, a foreign-address field and an instruction for a foreigner's English name to match the passport.
Use 13 digits for the current taxpayer identifier. Revenue's clarification says the former 10-digit number was only temporarily usable through 31 January 2013, and the current-linked form asks for 13 digits. Older English summaries that still say 10 digits should not control a present application.
Choose the submission route
For an in-person request, the notification generally points an individual to the Area Revenue Office or Area Revenue Branch for domicile or residence. It also provides a regular-office alternative when residence and the person's regular office are in different provinces. Confirm the responsible office and current counter process before traveling.
Revenue's RDeService page also gives an electronic route: download and complete the request, prepare the required evidence, and email it to rdeservice@rd.go.th with the request type, name, identification or TIN, address and preferred result channel. Reopen the official page before sending; a request received after 16:30 is treated as received on the next working day.
Confirm the Pattaya-area office before visiting
The official Chon Buri 3 directory lists Chon Buri Area Revenue Office 3 and Bang Lamung Area Revenue Branches 1 and 2. That is useful as a contact starting point, not proof that Branch 1, Branch 2 or the area office handles a particular address or application.
Use the current directory and Revenue's 1161 information line to confirm branch jurisdiction, opening hours, appointment requirements and whether originals must be shown. Do not rely on a map listing or old local directory alone.
Protect the identity records and keep the result
L.P.10.1's checklist covers multiple circumstances. Do not convert every checkbox into one universal foreigner document list. Use the official form for the actual case and ask Revenue which originals, copies, address evidence, translations or authorization records apply.
Send passport and address records only through a freshly verified Revenue channel. Keep the completed form, submission evidence, issued 13-digit identifier and any office instructions securely. The identifier does not itself settle tax residence, liability, treaty relief, filing outcome or permission to work.
